Legacy Technology Transformation Programme Assurance

Context: Overcoming Legacy Systems to Enable Technology Transformation

An established insurance provider engaged Camelot Consulting to deliver independent programme assurance on a flagship, multi-year technology transformation initiative. The client was replacing legacy technology and outdated systems with new digital technologies, including a modern policy administration system, enhanced CRM, and a new data platform.

This transformation was critical to enabling automation tools, improving operational efficiency, driving innovation, and meeting rising customer demands for digital services. The new systems were designed to enhance performance, support business growth, and deliver long-term value through improved business processes, data analytics and streamlined operations.

Although the programme had gone through extensive planning and proof-of-concept stages, changes in senior programme personnel and third-party involvement had created a degree of uncertainty. The Board and Executive Committee required assurance that the programme was robust enough to progress beyond planning into design and delivery.

What We Did: Independent Programme Assurance for Complex Digital Transformation

Camelot Expert, Gary Burke, carried out a comprehensive review to assess programme health, identify risks, and recommend improvements that would increase the likelihood of successful transformation.

The review included:

  • Confidential interviews with programme personnel, business leaders, third parties and senior stakeholders

  • Analysis of programme collateral, governance, workstream structure and reporting

  • Assessment of the programme’s clarity of purpose, alignment to the organisation’s business goals and digital transformation strategy

  • Evaluation of business impact, change management readiness, internal capabilities and potential threats to delivery

  • Consideration of dependencies across the wider portfolio, including operational processes, infrastructure and data requirements

The review provided a holistic view of the organisation’s ability to deliver a complex business transformation amid rapid technological change and increasing pressure from customers’ expectations.

Resulting Business Benefits: Driving Innovation, Business Growth and Long-Term Value

Camelot delivered a set of prioritised recommendations aimed at improving programme performance, reducing risk and accelerating delivery. These actions supported:

  • Improved alignment between business operations, technology leaders and cross-functional teams

  • Strengthened engagement with senior stakeholders and clearer governance

  • More effective management of transformation efforts, resources and business outcomes

  • Enhanced readiness to replace outdated systems and embed new digital capabilities

  • Increased confidence across IT leaders and business stakeholders

The client adopted the recommendations, creating an action plan to address both programme-specific issues and broader challenges across their change portfolio. This helped the organisation reduce key barriers, optimise processes, and prepare for long-term transformation success.
